Did you know that animal abuse is criminal offense in Serbia? So, if you notice that someone is abuses an animal, report this abuse to public attorney or police! This is important so authorized institutions could recognize the presence of the problem, but also the presence of great public interest in prosecuting these cases.
ORCA legal counseling office has ben founded with intention of contributing in prevention and sanctioning cases of neglecting and abusing animals with help of available legal resources. This goal is achieved in cooperation with citizens that were witnesses of cruelty towards animals and that are ready to report these cases and be their witnesses.

What is animal abuse?
Animal abuse is any act or neglect towards an animal that on purpose or by negligence causes: pain, suffering, fear, stress, injury, violates genetic wholeness or causes death of an animal. It accommodates physical, psychological or sexual violence towards an animal, neglect and abandonment, animal fights, as well as some less known forms of abuse like animal hoarding.
Why is it important to report animal abuse?
Numerous scientific proofs connect animal abuse and violence to violence to people. It is determined that violent behavior towards animals in underage children can be significant indicator of possible violent and criminal behavior (Ascione, F. R. 2001), while abuse of pets is recognized as a significant indicator of family abuse (Ascione i sar. 1997). It is clear that animal abuse should not be recognized as a separated category where the animal is the only victim, it should be recognized in context as a wider picture of violence, as most often unrecognized component of destructive behavior.
As one of the most important methods of preventing violence to animals, aside from establishing functional system of punishing violators, is educating children, youth and general public about animal welfare and importance of its impact on society as a whole.
