Animal welfare should be part of the Constitution
ORCA started the initiative to integrate provision on animal welfare in the Constitution of the Republic of Serbia back in 2001. Since then, wide professional and general public support was provided.
We emphasize support from the Serbian Academy of Arts and Sciences as well as numerous doctors of philosophy (PhDs) in legal science – especially we highlight support from the full professor at the Faculty of Law, University of Belgrade: professor dr Ratko Marković and profesor Dr Violeta Beširević – full professor at the Faculty of Law, Union University. Furthermore, more than 60.000 people signed their support to this initiative.
The political consensus regarding the integration of this provision in the Constitution of the Republic of Serbia has been achieved in 2003. At that time, the Subcommittee for human rights of the Committee for development of Serbian Constitution, integrated unanimously the following provision in the text of Draft Constitution: “Animals have right to live in accordance to their own kind and the Law“. Not long before political elections in May 2012, most political parties provided support to our initiative.
The reason for extensive social support lies in the fact that animal welfare is an important factor of economic development, social prosperity and environmental protection. It is directly related to rural development, increase in employment and poverty reduction as well as the competitiveness of food of animal origin. Improving food safety, public health and ensuring personal safety are important benefits for individuals – resulting from improvement of animal welfare.
At the same time, caring about animals influences raised awareness about the needs of others, importance of empathy, tolerance, respect and responsibility. Finally, recognized as scientifically established fact, animal cruelty is tightly connected to human violence. Therefore, fighting against animal cruelty, we directly impact on reduction of violence in Serbian society in general.
